Determinants of Civil Servant Performance in Public Organizations: Examining the Moderating Effect of Organizational Culture on Workload–Leadership Relationships

Abstract:

This study aims to examine the effects of workload and leadership on Civil Servants’ (ASN) performance, with organizational culture serving as a moderating variable at the Regional Development Planning Agency (Bappeda) of Jember Regency. The study employed a quantitative approach with an explanatory survey design. The research population consisted of all 52 ASN employees working at Bappeda Jember Regency. A census (total sampling) technique was applied, allowing all population members to participate as respondents. Data were collected through questionnaires and analyzed using multiple linear regression and Moderated Regression Analysis (MRA). The findings indicate that workload has a positive and significant effect on ASN performance, whereas leadership does not have a significant effect on ASN performance. Furthermore, organizational culture significantly moderates the relationship between workload and ASN performance as well as the relationship between leadership and ASN performance. Practically, the study provides insights for public sector organizations to improve employee performance through effective workload management and the strengthening of organizational culture. Theoretically, this research extends the application of New Public Management theory by demonstrating that organizational culture functions as a mechanism that strengthens the relationship between managerial factors and ASN performance.
